No idea why they even sell this model with one fan when there is another identically priced equivalent from Noctua which comes with two, and the only difference seems to be the color scheme. There is also an equivalent model with two fans for $10 more.
That said, the bigger cooler will make a difference. I have a 3900x with a Noctua U12A (a beefier version of yours), and your same room temps. Idle 38-40. Spikes up to 55-60 for a second when opening new stuff, but that's completely normal for Ryzen. Gaming: 55-65.
Here's what I've observed with my 12 900 k running a NH-D15: CPU Temps: Ambient Room Temp 22°c - Stock voltage & clock settings. Idle = 30°c. Cyberpunk 2077 = 55°c. Looped 3DMark CPU Profile, "Max Threads" = 72°c. Cinebench R23 (Unlimited Power Limit) = Thermal throttles after ~90 seconds.
Two running at say 40-50% for example sounds less annoying than one running at 80%. d15 is just built different, while your scenario might be less noisy you shouldn't need to run the fan at 80%. i personally capped mine at 65%. edit: actually i think if a15 and a12x25 are both ran at 50% it would be less noisy but performing worse than a15 at
Currently installed with Noctua NH-D15 Chromax black (the 2 FAN SKU with ram clearance) HOWEVER, only 1 FAN installed in the middle, as there is not enough clearance for the 2nd fan (on the front the ram is on the way, on the back the integrated heat spreader / backplate cover. Placing it higher is no option as I then sticks out of the case.
. But that's the case, not the board. So long as the case fits your nh-d15 you should be fine, it's a taller air cooler. My nh-d15s sticks out a bit further than a 3080 so even if the 4090 is a tad wider (mobo to side panel) than the 3080 should still fit. Just be sure to have ample room for airflow. And enough case depth to handle the card
Noctua U14S: €65 or Noctua NH-D15: €90 I was comparing the two when I decided to check out some tests and noticed that they perform very close to each other. This while the NH-D15 is a dual heat sink behemoth and the U14S has a much smaller single heat sink config. Even on the 160W LGA2011 OC test:

With what is available right now, on paper, the d15 will outperform the u12a. Driedmangoh • 6 mo. ago. I’ve only seen better performance from the U12A at very low rpms (below 500rpm) due to the better static pressure of the A12x25. At higher rpms the D15 will definitely start creating separation from the U12A.
